WhatsApp Business App vs WhatsApp Business Platform (API): Which Does Your Business Need?
WhatsApp Business app vs API compared: features, limits, multi-agent support, automation, Meta's per-message pricing and opt-in rules, so you choose right.
Key points
- The WhatsApp Business app is free and built for a small team replying to customers manually from a phone or linked device.
- The WhatsApp Business Platform (API) is for businesses that need many agents, chatbots, system integrations and large-scale notifications.
- Since 1 July 2025, Meta has charged for the platform per delivered message, with rates set by message category and the recipient's country.
- On both tools, you must have a customer's opt-in before you message them, and you must follow WhatsApp's policies.
- Most businesses access the platform through a Meta Business Partner, which may add its own fees on top of Meta's charges.
Choose the WhatsApp Business app if you are a small team replying to customers by hand. Choose the WhatsApp Business Platform, often called the WhatsApp Business API, if you need several agents on one number, chatbots, links to your own systems, or automated notifications at scale. The app is free to download. The platform is charged per delivered message under Meta’s pricing model, usually through a partner.
This guide compares the two side by side and explains pricing, limits and opt-in rules.
What is the WhatsApp Business app?
The WhatsApp Business app is a free app for Android and iPhone. It works like regular WhatsApp, with extra tools for businesses:
- A business profile with your address, hours and description
- Greeting messages and away messages
- A product or service showcase so customers can browse what you sell
- One-to-one chats to support customers through a purchase
- Optional paid extras such as Meta Verified
It is ideal for shops, salons, restaurants, consultants and other small businesses where one or two people handle enquiries. Everything happens in the app or on linked devices, and every reply is sent by a person.
What is the WhatsApp Business Platform (API)?
The WhatsApp Business Platform has no app of its own. Instead, it connects WhatsApp to software: a shared inbox, a chatbot, your CRM, your online store or your booking system.
Meta lists uses such as order and shipping notifications, promotions, in-chat shopping, automated support with live-agent handoff, and one-time passwords.
Developers send messages through Meta’s Cloud API. Most businesses don’t build this themselves. They use a provider’s software, which runs on top of the API.

How does WhatsApp Business API pricing work?
Meta publishes its pricing on its WhatsApp Business Platform pricing page. Rates change regularly, so always check the current rate card there. We describe the model here rather than quote prices.
Per-message pricing
Since 1 July 2025, Meta has charged per message rather than per conversation. You pay only when a message is delivered. Meta does not charge for messages customers send to you.
The rate depends on two things:
- The message category. The main ones are marketing, utility (such as order updates), authentication (such as one-time passwords) and service (replies to customers).
- The recipient’s country, based on their phone number’s country code.
Meta says it changes rates only on the first day of a quarter.
The customer service window
When a customer messages you, a 24-hour customer service window opens. Inside it, you can send free-form replies. Outside it, you can only start a conversation with a pre-approved template message.
Recent changes to service messages
Meta’s pricing page states that, from 1 October 2026, it resumed charging per message for service messages. Each business phone number gets 1,000 free service messages per month, and charges apply from the 1,001st. Meta notes exceptions for eligible government and non-profit organisations.
Meta also offers free entry point windows when customers reach you through click-to-WhatsApp ads. Check the pricing page for the current rules.
Provider fees
Many Meta Solution Partners bill you directly for API usage and can offer credit lines. Most also charge their own subscription or service fee for their software. Ask any provider to separate Meta’s charges from their own.
What are the limits on each option?
Business app limits
The app is built for manual, person-to-person messaging. It does not offer the automation, integrations or shared-inbox features of the platform. Sending the same message to large lists by hand is slow, and recipients who didn’t expect your messages may block or report you.
Platform messaging limits
On the platform, Meta sets messaging limits. These cap how many unique customers you can message outside a service window in a rolling 24-hour period.
New business portfolios start at 250. The limit can rise to 2,000 after business verification or consistent high-quality sending. After that, it can rise automatically to 10,000, 100,000 and then unlimited. The key is good message quality: if customers block or report you, growth stalls.
Do I need customer opt-in on WhatsApp?
Yes. Meta’s opt-in guidance says businesses must get permission before messaging people on WhatsApp. It sets three requirements:
- Clearly state that the person is opting in to receive messages from you
- Clearly state your business name
- Comply with applicable law
You can collect opt-in through your website, a form, SMS, a phone menu or in person. In Ghana, the Data Protection Act, 2012 (Act 843) also applies to how you collect and use contact details. We cover this in our guide to bulk SMS and WhatsApp marketing and data protection. Confirm your obligations with the Data Protection Commission or a lawyer.
What is a WhatsApp Business Solution Provider?
A Business Solution Provider (BSP) is a company Meta has approved to offer WhatsApp Business Platform services to other businesses. Meta now calls these Solution Partners. They typically provide:
- Account set-up and number registration
- A shared inbox for your team
- Chatbot and automation builders
- Template management
- Billing and support
Meta’s platform page describes two routes. Use a partner if you want a fast start with little or no code. Integrate directly if you have developers and want full control.
Which one does your business need?
Stay with the WhatsApp Business app if:
- One or two people handle all customer chats
- Your message volume is manageable by hand
- You don’t need integrations with other systems
Move to the WhatsApp Business Platform if:
- Several staff need to answer from one number
- You want a chatbot to handle routine questions
- You need automatic order, payment or appointment alerts
- You want WhatsApp linked to your CRM, website or store
- You need reporting on response times and agent performance

Frequently asked questions
Is the WhatsApp Business API free?
- The platform is charged per delivered message, by category and recipient country, and providers usually add their own fees. Check Meta’s pricing page for current rates.
Can I use the same number on the app and the API?
Some partners can connect an existing Business app number to the platform. Availability and features vary, so confirm with your provider before migrating.
Can I send bulk messages on WhatsApp?
On the platform, you can send approved template messages to customers who have opted in, within your messaging limit. Unsolicited bulk messages break WhatsApp’s rules and can get your number restricted.
Do I need a developer to use the WhatsApp Business Platform?
Not necessarily. A Solution Partner can handle the technical set-up. You’ll need a developer for custom integrations with your own systems.
